No need to deactivate or anything else in order to uninstall.
Depending on how it was installed originally, it may be necessary for an admin to uninstall. That is, installing does not require admin privileges, but it will install in a different location depending on whether the user installing has admin privileges or not. If you install as an unprivileged user, then it will put the files in your personal folder. If you install as an admin, it will put the files in the common, Program Files (86) folder. Either way, it may be necessary to uninstall with the same privileges as the original install.
It's probably possible to install it both ways, as an unprivileged user and as an admin, in which case the files will be in both locations. If this is the case, you may need to uninstall both ways, as an unprivileged user and as an admin.
The software should show up in the Control Panel's Add/Remove Software list. When you select it there, then click the Remove button, what happens?
