Is there any way for some one that doesn’t have Tru-Traffic to just view the Time Space diagram?

Yes.

From the Downloads page (http://www.tsppd.com/downloads.htm), download the file SetupTruTraffic-TSPP8.msi and open it. It will install the software on your system. Thereafter, you may view time-space diagrams or other diagrams or travel time & delay reports, etc. It will warn you about entering license information to elevate it from Demo mode, but if all you want to do is view the diagrams, you can just ignore the warning.
